Well technically yes I suppose, although I would never book anyone with it unless I perceived what they did (or didn't) do to be deliberate or obstructive.
I have been escorting an ambulance, when a hero decides that we could get him from A to B PDQ and tags on the back. I would simply radio for someone else to intercept and give him a ticking off (which would take a very, very, very, very long time to administer) just to make sure they are well behind the point they would have been, should they have driven responsibly. I don't like people taking liberties. _________________ Tommo...

I don't like people taking liberties. | The trouble with our roads today is simply that there aren't enough of the likes of you on them - all the *********s who do tricks like that get away with it so frequently that it's almost the norm for misuse of bus lanes, 2+ lanes and so forth. AND for all the well-behaved drivers who don't do it to get a wee bit rageful about it. _________________ Dennis

It would be nice if we (Police) could stop these motorists and allow those people who have been inconvenienced by them, to perform their own perceived summary justice.
